Board of Directors

Mr.Mulham Al Jarf
Chairman
With 25 years commercial experience in international business and finance, Mulham Al Jarf is responsible for the Fund’s investment activities and endeavors to achieve long term sustainable returns for the Sultanate of Oman and to support the diversification of the Omani economy. As CIO since 2015, Mulham oversees the Fund’s investment activities in Private Equity, Real Estate, Public Markets, and Asset Management through investing in a diversified portfolio of asset classes worldwide.
Prior to joining SGRF, Mulham was Deputy CEO of Oman Oil Company SAOC and earlier with the Ministry of Oil & Gas, Oman Gas Company SAOC, and Omantel. Mulham holds a Bachelor of Business Administration in International Business from Marymount University and a qualified Barrister-at-Law of the Bar of England and Wales.

Mr. Saud bin Ahmed Al-Nahari
Deputy Chairman
Mr. Saud Al Nahari is the Chief Executive Officer of Port Services Corporation SAOG. He has more than 28 years of work experience. He holds a Post-graduate Diploma in Port Management. He is a board member in other three joint stock companies: Oman United Insurance Co. SAOG, Al Hassan Engineering Co. SAOG, and Oman Investment & Finance Co. SAOG

Sheikh Khalid bin Abduallah Al Khalili
Sheikh Khalid bin Abduallah Al Khalili. He holds a Bachelor degree in Civil Engineering from the Florida Institute of Technology in the United States of America, and has practical experience in the private sector and extensive knowledge of investment. He is the Chairman of the Board of Directors of Bank Nizwa S.A.O.G. He is the Deputy Chairman of the Oman International Development and Investment Company SAOG, and a member of the Board of Directors of Al Ahlia Insurance Company.

Eng. Mattar bin Saif Al-Mamari
Eng. Mattar bin Saif Al-Mamari is working in the field of telecommunications and information technology since 1989 and participated in several government committees in the same field. He holds a Master’s Degree in Business Administration from the University of Lincoln and Bachelor’s Degree in Electrical and Electronic Engineering from Widener University of USA. He is a member in the Board and Executive Committee of Information Technology Authority.

Mr. Atif Al Siyabi
Atif Al-Siyabi is the Director of Information Management at the State General Reserve Fund (SGRF) in the Sultanate of Oman.
Atif’s track records extends to more than 17 years in Information Technology and business transformation. His experiences varies from hands-on experience in leading innovative technology solutions and system operations to transforming business operations and driving technological advancements. He is involved in various investment initiatives in the ICT sector, where he has been leading various assignments, devising comprehensive strategies and delivered several ICT projects at the national level.
Atif earned a Bachelor of Engineering in Computer Hardware and Networking Technology (Hons) from Coventry University. He also attained Professional Leadership Development Certificate from HEC Paris.

Mr. Musallam AL- Barami
Musallam AL- Barami is Director of Investment Reports &Data at the Ministry of Finance. He holds a Bachelor Degree in Financial Science from The Sultan Qaboos University. Further has IC3 International Certificate in Internet and Computer Science, and a Diploma in International Accounting from the Netherlands.
AL- Barami has been in several positions in the Ministry of Finance within the Directorate General of Investments until his appointment the is Director of Investment Reports & Data. In addition to his position, AL-Barami has extensive experience in financial analysis, budgeting, strategic investment and international financial reporting standards.
He also represents the Government on the boards of some companies, as well as on the audit committees of sovereign funds, and participates in a committee aimed at protecting GCC investments.

Sheikh Aimen bin Ahmed Al Hosni
Sheikh Aiman is the Director General of Muscat International Airport. He holds a Bachelor Degree in Political Science and a Master’s Degree in Public Administration. He is the Chairman of Oman National Investment & Engineering Company S.A.O.G., and Member of HSBC Bank Oman SAOG.

Ibrahim Al Eisri
Ibrahim Al Eisri is Senior Manager Finance Controller & Investment Operations of Oman Investment Authority (OIA), heading the investment operation of OIA and overseeing the Financial controller function within the organization. With over 16 years of experience in different sectors in Oman: Telecommunication, Oil & Gas and Financial & Investments. Al Eisri is currently Vice-chairman of Rakiza Infrastructure Fund and he’s Vice-chairman of Al Hosn Investment company (HIC). He is also member of the board of directors of Oman Energy Development (OED), Member of the Income Tax Committee, Ministry of Finance. He holds a Masters in Finance, Oxford Brookes University, UK and a Bachelor’s Degree in Commerce Major Accounting & Finance, Curtin University of Technology, Perth. He is a Member of the Association of Chartered Certified Accountants (ACCA).

Sayyid Zaki bin Hilal Al Busaidi
Sayyid Zaki bin Hilal Al Busaidi is the Director General of The Institute of Public Administration and has a long experience in the field of management. He holds Master Degree in Public Administration and is a member of Port Services Corporation Board of Directors.

Mr. Talal Said Marhoon Al Mamari
CHIEF EXECUTIVE OFFICER
Mr. Talal Said Al Mamari is the Chief Executive Officer of Omantel since 29th June 2014. He has 26 years of experience in the telecom sector working for Omantel. Prior to his appointment as CEO, Talal held several leadership positions and the last one was Chief Financial Officer of Omantel. Talal Al Mamari played an instrumental role in different initiatives and projects carried out by the Company including the IPO in 2005, the restructuring of Omantel by bringing the mobile and fixed operations together, the full legal merger of Oman Mobile with Omantel, the second divestment of Government share in Omantel and leading Omantel team for the acquisition of 21.9% in Zain Group.
Mr. Talal Al Mamari sits on the Board of different Companies and Investment Funds such as Zain Group, Oman Corporate Governance & Sustainability Centre, and Al Amal Fund.
Mr. Talal Al Mamari holds a degree in Business Administration from Duquesne University, Pittsburgh – Pennsylvania.

Mr. Samy Ahmed Al Ghassany
CHIEF OPERATING OFFICER
Mr. Samy Ahmed Al Ghassany is the Chief Operating Officer of Omantel. He has been working for Omantel and Oman Mobile for the past 17 years. He has Management experience in telecommunications networks and information technology. He Holds a Master’s degree in Computer Information Systems from the University of Detroit Mercy, U.S.A.

Dr. Ghalib Saif Al Hosni
CHIEF PEOPLE OFFICER
Dr. Ghalib Saif Al Hosni is the Chief People Officer. He joined Omantel in 1991. Dr. Ghalib holds Doctorate of Management from Webster University, Missouri United States.

Eng. Aladdin Baitfadhil
CHIEF COMMERCIAL OFFICER
Eng. Aladdin Baitfadhil is the Chief Commercial Officer. He brings with him more than 18 years of experience in the Information and Communication Technology sector. Since joining Omantel in 2005, Aladdin has held a number of high executive roles in multi-domain business operations, including network operations, sales, quality control, contact centre, customer service and customer experience.
With a vast array of experience and solid understanding of the dynamics in the telecom sector, Aladdin has played a key role in helping Omantel to increase its footprint locally and tap into the growing opportunities that emerged with the advancement of technology. Besides his role at Omantel, Aladdin is also the Deputy Chairman at Infoline, a leading company in the Information Technology sector.
Aladdin has completed several training courses provided by reputable organizations and universities. He holds two certificates in Disruptive Strategies and Leading with Finance from Harvard University, and a Bachelor's degree in Electrical and Electronics Engineering from Sultan Qaboos University

Ms. Taghreed Abdul Fattah Al Lawati
CHIEF AUDIT EXECUTIVE
Ms. Taghreed Abdul Fattah Al Lawati is working as a Chief Audit Executive at Omantel since March 2019. She has brought more than 16 years of Internal Audit, Risk Management, Internal Control and Governance experience in the Telecom sector.
Taghreed is playing a pivotal role in the transformation of Internal Audit as a Business and Risk focused Unit with a visible value delivery for Omantel. She has also contributed towards strengthening the ‘second line of defense’ functions for aligned assurance.
Taghreed holds an MBA from the University of Bedfordshire, UK and BA in Accounting & Finance from Heriot-Watt University, Edinburgh, UK, in addition to a number of certifications of Internal Control Auditor (CICA), Telecom Revenue Assurance, Leadership and Mini Telecom MBA.

Mr. Said Abdullah Al Ajmi
VICE PRESIDENT OPERATIONS
Said Al Ajmi is the Vice President Operations and has 22 years of experience in the telecom sector working for Omantel & Oman Mobile. Said holds Bachelor degree in Electrical & Computer Engineering.

Mr. Sohail Qadir
VICE PRESIDENT WHOLESALE
Sohail Qadir is vice president of wholesale business. He is responsible for developing and growing Omantel’s emerging International businesses, like expanding submarine cables, voice transit and national interconnects including MVNO. In addition, as senior management member he is responsible for overseeing the company’s growing business and footprint outside Oman. He has more than 20 years of experience in a broad range of IT & telecom segments with a specific focus on International business. Before joining his current position in August 2010, he served as chief operating officer in Worldcall Telecom Limited. Mr. Qadir holds B.E. in Computer Systems and Masters in Business Administration.

Mr. Bernhard van der Merwe
VICE PRESIDENT TECHNOLOGY
Mr. Bernhard van der Merwe is the Vice President of Technology, responsible for Technology Strategy, Planning and Implementation of Telecoms and IT of Omantel. He has more than 24 years’ experience in international Telecoms in both Africa and Middle East, of which the last 15 years with Oman Mobile and Omantel. Bernhard holds a Bachelor degree in Electric & Electronic Engineering, a Post-Graduate Diploma in Industrial Engineering and a Master’s degree in Business Administration from Manchester Business School.

Mr. Baha Allawati
VICE PRESIDENT ENTERPRISE
Eng. Baha Allawati has been VP of Omantel’s Enterprise Unit since March 2019 and brings more than 18 years of experience in the IT, telecom, project management and wholesale business. He has held several Sr. management roles within Omantel spanning from international & carrier wholesale business to managing a portfolio of multimillion dollar telecom and IT projects. Prior to joining Omantel, he worked in the US with Iris Wireless as a network consultant as well as a teaching and research assistance at Vanderbilt University. Allawati holds a bachelor’s degree in Electrical and Electronics Engineering and a Master’s degree in Networking Security both from Vanderbilt University, USA, and a Master’s certification degree in Project Management from George Washington University. Baha is also a graduate of the National CEO program (2017 – Cohort 2) - a PPP leadership program between IMD Switzerland and the Institute of Capability development of Oman (ICD).

Mr. Ghassan Khamis Al Hashar
VICE PRESIDENT FINANCE
Mr. Ghassan Al Hashar joined Omantel on March 2021 as Vice President, Finance, bringing on board more than 20 years of vast expertise and background in finance operations, especially as an Investment professional with national and international exposure and a proven track record in managing major assets classes. His area of specialisation extends to equities and capital markets, fixed income and money markets, financial structuring, corporate finance, risk management, valuation and investment research. His industry knowledge covers sectors like Banking, telecommunications, energy, real estate, power and utilities.
Prior to this responsibility, Mr Ghassan was Director of Investment Department at Public Authority for Social Insurance, which he joined as an Investment Officer and deservedly rose up the ranks, managing investments for one of the largest pension funds in Oman.
He served on the Boards of several reputed Omani Public Listed Companies, besides heading their audit, investment, risk and project development committees.
Mr Ghassan holds a MSc in Finance & Investment Management from the University of Aberdeen, United Kingdom besides several certifications from other reputed institutions like Invesco Sovereign Investment Programme Certificate from the University of Cambridge; Certificate in Financial & Legal Due Diligence from George Washington University among several other academic testimonials.
